Just went there and downloaded several files ok.
I was using PLANETWEB BROWSER V2.6

From the link you put,it takes you to a blue page with the description of the
file,and you should click on the white "Download" link at the bottom.

It turns out that the only reason that he was having problems was that he was using a download accelerator. That offer is looking pretty good right now... how ...
