I was told it might be a Memory Base 128, but I'm not sure. It's made by Koei (which seemed odd to me) and it has inputs the same size as Duo controller ones...

... made ... Maybe some type of controller upgrade? The plug you're speaking of is called a mini-den port as oposed to the larger den port on the TG16 console....
