Sorry for the delay. My computer was out of service for a few days. But I finally figured out what the problem is. I'm guessing you have two TV guns, correct? It seems that Sega decided to map Mouse Button 3 (which the TV Light Gun reports for the trigger when set for Player 2) as a Start button.
It might take a bit of effort on my part to get this worked out. Sorry! I'll try to have an update soon.

Still having same problem - I checked the key assignments and they
are set to default; but still pauses game when player 2 fires. Player
2 reload works fine.
