Sorry for the delay.  My computer was out of service for a few days.  But I finally figured out what the problem is.  I'm guessing you have two TV guns, correct?  It seems that Sega decided to map Mouse Button 3 (which the TV Light Gun reports for the trigger when set for Player 2) as a Start button.
 
It might take a bit of effort on my part to get this worked out.  Sorry!  I'll try to have an update soon.

Jon, Installed new troubleshooter and am having a problem. Player 1 works fine, but player 2 when you pull the trigger instead of shooting, it pauses the game....
