I am using XP pro with SP2 installed all patches and everything up to
date.

It has to be something with MAME because if I run HOTD 3, HOTD 2 or
HOTD 1, Virtual Cop or Vitual Cop 2 using TheTroubleShooter reloading
works fine. Just not with mame... Also the 2nd button on the 2nd
player gun just fires also it doesn't reload. It would be fine if I
could get that to reload somehow I would care about shooting off
screen that much.

Just the TV guns. The PC guns don't have the Player1/Player2 switch that reassigns the buttons. "MAME Analog Plus" might be able to handle two PC guns...
