It may not have been eBay's policy but rather Nintendo's complaining that got eBay to pull it. Just don't mention anything about lockout chip or converter and the auction should stand.

They try to avoid illegal merchandise on the site but sometimes they are over cautious. I've been bidding on some legit multi cart and they pulled the auctions...
And I've fought with them over auctions that I *knew* were pirated (the seller even wrote to tell me as much when I questioned him/her!)... and they did...
... I think it depends on how big a customer you are. Stuff like--how many auctions you run, whether you do auctions as "featured" or just go for minimum ...
