Question about sprite coordinates

Are the object coordinate value in OAM unsigned?
If it is,how do you make the effect that a sprite's
upper/left is out of the screen?If it's signed,8 bit
sprite can only have a max vertical offset of 127...
And,is that value relative to display screen?
