Making sure memory isn't rewritable would be much easier with
a write-once memory technology (such as blown-fuse PROM) than
with a key-based system.

Not impossible? Bull. Semiconductor devices *can* be made
effectively tamper-proof, that is, by the time it's cracked, the
information has negligible market value. For instance, Capcom
CPS-2 ROMs are encrypted with a secret algorithm and a secret
key, and when the decryption chip is tampered with, it commits
Capcom Suicide.
