well, im from Brazil, and here, theres a lot of pop mail/isp with this same
problem. when people ask what to do, i say "change your pop account"...

proplably...here, we have a isp called IG. and this isp have this same
problem.or "host is busy", or the "sending mail" bar never stop to load, and
mail is never sent...

in my oppinion, theres no problem with your modem. just try another pop account.
its better than search a reason for your problem...
