If you hear static on the phone line it typically means that a modem is trying to connect to the internet. Unfortunately Sega shut down Seganet's servers months ago, but you can still use the Dreamcast to log onto the internet. Just not the servers. Which basically means that the games are no longer playable online, but that you can still get online.
