I must be missing something. I've completely clearned sewer 1 (including
the middle) yet I still have the Soli key but not the eye. What am I
missing???

The Soli Key unlocks the small remaining area in the middle of Sewer 1.
This holds the Eye of the Golden statue that is in the Eagle men camp.
